School Funding Formula 2017-18

Please read the following guidance before using the Formula Budget Calculator spreadsheets:

School Budget Allocations 2017-18

Inputting your school’s 4 digit DfE number in cell F3 on the Individual School worksheet will populate this worksheet with your school’s budget information. The data used in these calculations comes from the October 2016 census.

Schools Forum discussed the overall 2017-18 Schools Budget (including High Needs and Early Years) at the meeting on 9 February 2017.

Age Weighted Pupil Funding (AWPU)

These remain at the same values as 2016-17.

Income Deprivation Affecting Children Index (IDACI) and Free School Meal Deprivation Funding

This deprivation funding is based on the postcodes of the children in the school, where each postcode is associated with a deprivation score. The DfE have updated the bandings used for 2017-18, and the amounts per banding have been adjusted to allocate equivalent amounts to 2016-17. Funding per pupil for Free School Meals has been adjusted to allocate 2016-17 equivalent totals as well.

Prior Attainment Funding

This is measured separately for Primary and Secondary Schools, and the amount per eligible pupil has been set to maintain the same balance of funding between sectors as was the case in 2016-17.

Notional SEN

This is a notional element within the school budget allocation, based on 4% of AWPU funding, 50% of Prior Attainment Funding, and 67% of IDACI funding. We will compare the Notional SEN allocation with the Element 2 (school) funding required for named pupils identified by the Special Educational Needs Assessment and Education Health and Care plans. Where there is a shortfall in the Notional SEN, we will allocate this amount to the school.

Minimum Funding Guarantee and Ceiling

This ensures that the total amount per pupil that a school receives (excluding lump sum and non-domestic rates) in 2017-18 cannot rise or fall by more than 1.5% when compared to 2016-17.

1.5% is a nationally set figure for the Minimum Funding Guarantee. The ceiling percentage is set locally. It has been set at the same level as the Minimum Funding Guarantee (1.5%) in 2017-18.

Age Range Changes (Maintained Schools)

Where a school is changing its age range, or being affected by another school’s age range change, the October 2016 pupil numbers have been adjusted to allow for 7/12 of the required change in September 2017. It is only a part year effect because the Formula Budget Calculator Financial Year 2017-18 spreadsheet relates to the period April 2017 to March 2018.

Age Range Changes (Academy Schools)

Where a school is changing its age range, or being affected by another school’s age range change, the October 2016 pupil numbers have been adjusted to allow for the full year effect of the required change in September 2017. This is because the Formula Budget Calculator Academic Year 2017-18 spreadsheet relates to the period September 2017 to August 2018.

Maintained Schools

The Formula Budget Calculator Financial Year 2017-18 spreadsheet shows your budget allocation for the 2017-18 financial year. We will contact you separately regarding your 5 year budget planning spreadsheets and Budget Intention Returns.

The estimate for non-domestic rates will be corrected if required. You must send a copy of your 2017-18 rates bill to edfinance@leics.gov.uk  after you receive it. Remember that you must pay the bill in full in 2017-18 even if it is greater than the estimate in your budget.

Academies

The EFA will use the information in the Formula Budget Calculator Academic Year 2017-18 spreadsheet to calculate your 2017-18 General Annual Grant, with the following adjustments (where applicable):

  • The minimum funding / ceiling adjustment may be different, as an Academy may have a different 2016-17 baseline figure to that used in this calculation
  • Where there are adjustments for age-range changes, the EFA round to the nearest whole pupil.
  • The Education Services Grant ends in 2017-18, but any protection will be added onto your General Annual Grant, and the non-domestic rates allocation will be allocated separately (you will need to claim your actual rates cost back from the EFA). We need to earmark of the cost of rates in academies as it is paid from Leicestershire’s Dedicated Schools Grant, so please send a copy of your 2017-18 Rates Bill to edfinance@leics.gov.uk
